The proposal on enhancing the capacity of the Hellenic Consolidated Security Operation Center, aims to improve national cybersecurity resilience with faster detection and response to cybersecurity incidents and threats through the strengthening of the newly deployed ELSOC, a national hub for sectoral SOCs, currently operating in the National Cybersecurity Authority of Greece (NCSA).
In particular, the project aims to develop EL-SOC’s cyber threat detection and analysis capabilities by leveraging disruptive technologies to increase ituational awareness and strengthen national-level capabilities. The enhancement of the EL-SOC’s operation is directly linked to the implementation of relevant EU initiatives, such as:
a) the EU’s Cybersecurity Strategy for the Digital Decade objectives,
b) the NIS 2 Directive,
c) the Cybersecurity Act,
d) the ECCC Regulation,
e) the Commission Recommendation on building a Joint Cyber Unit, and
f) the cybersecurity Blueprint, the 5G security toolbox.
The proposal at hand specifically aims at acquiring technologies and services that will upgrade EL-SOC’s operational capacity in the following areas:
a) Information collection and processing using state-of-theart tools
b) Appropriate infrastructures development to leverage the shared pool of knowledge among the national SOC networks (i.e., through creating a Data Lake)
c) Information analysis and detection of threats/attacks
d) Creation of reports and appropriate channels of information sharing
e) Incident response
f) Management, security, maintenance and operation of the SOC core infrastructure
g) Improved stakeholders’ (e.g. operators of essential services’ SOCs, sectoral SOCs, the National CSIRT and CERT) coordination and collaboration in responding to cyber incidents among stakeholder.
